Hi . This is an interesting question. While there is some evidence that nicotine can be anti-inflammatory, there are also other physical impacts that may make RA worse. This research article titled "Nicotine exacerbates arthritis" discusses how nicotine may induce a process involving what are called neutrophils that activates the immune system and, for those with RA, potentially making it worse: https://www.nature.com/articles/nrrheum.2017.3.
